days left before tiff was to enter testing anyway, so, assuming a
day's delay from sponsorship, this won't unduly speed up the
transition of this new upstream release. If you prefer, I can use
"medium".)

This build failure in capi4hylafax is caused by the new upstream version of
libtiff4 introducing the use of libtool. The presence of .la files in a
-dev package means that this -dev package must depend on the -dev packages
referenced by those .la files
