unlike the python-qt3 package, python-kde3 doesn't ship the /usr/share/sip/kde3 directory with any binary package. This is wrong, especially as this directory is hardwired into pykdeconfig.py. Both the pykdeconfig.py and the sip-files should be in a python-kde3-dev package as is the case for python-qt3-dev.
