I have the same problem: when printing envelopes, it does not rotate the
output. Setting the page orientation to either landscape or portrait in
the print properties dialog makes no difference.
I was able to work around this by setting the page format to
Package: openoffice.org
Version: 1.1.3-7

I have the same problem with the DL size envelope. When i choose
portrait en switch dimensions all is well.
Previous versions of OOo did not have this problem.
