hello, i was just i simillar situation, it seems, that ifplugd runs down action only when you remove cable, but not when you stop the daemon (ie when you remove module or from hotplug) so i modified stop method in /etc/init.d/ifplugd to run /etc/ifplugd/ifplugd.action ... so the stop method looks
