The preceding comment is correct -- apache2 version 2.0.54-3 goes back to "/etc/apache2/conf.d/[^.#]*" again, so if Apache is going to stay that way, this bug can be closed. (Of course, it wouldn't hurt to change this, as having the file named 'apt-cacher.conf' makes it work in either case, which phpmyadmin and other packages have done.)

However, looking at the apache2 Changelog and the bugs it referenced about this issue (especially #304786 and #296728), I got the impression that the "*.conf" behavior was intended, and only after rereading the comments of #304786 did I finally see that it has apparently been decided to patch the apache source to exclude "*.dpkg-*" and return to the previous behavior for compatibility reasons. A little confusing, but apparently apache2 has gone back to the older behavior, and apt-cacher works unmodified now.
