I have applied your patch to a local svn branch. How do I verify that
indeed the system zlib is used?

Is it sufficient to see:

$ ldd /usr/bin/rageircd

        libcrypt.so.1 => /lib/tls/libcrypt.so.1 (0xb7fb4000)

        libcrypto.so.0.9.7 => /usr/lib/i686/cmov/libcrypto.so.0.9.7 (0xb7e81000)
        libz.so.1 => /usr/lib/libz.so.1 (0xb7e6e000)
        libc.so.6 => /lib/tls/libc.so.6 (0xb7d39000)
        /lib/ld-linux.so.2 => /lib/ld-linux.so.2 (0xb7fea000)
$

The package is ready for upload.
