This is a very strange and broken bug which I am not able to reproduce at all. The error message indicates that there are permissions problems with the configuration file in /etc/phpwiki/index.php. You could check that this file is readable by the webserver. In any case the package has been superseded by a newer version. Could you please try again with this version (1.3.10-1) and reply if you still experience the problem. I intend to close this bug on the next upload (of version 1.3.11p1-1) if I do not hear from you before then. You're always free to reopen it at a later date if the problem persists.
