If the init.d script is called from an environment that doesn't have "/sbin" in it's path (like the cron daemon) then calls to start-stop-daemon fail silently. Adding "PATH=/sbin:/bin:/usr/sbin:/usr/bin" or similar to the top of the script solves the problem.
