Debian CUPS has provided debug symbols (includes hpgltops also) as
cupsys-dbg package, since 1.2.2-2.
Although this is a different way from your question, it's more convenient
than rebuilding a package.
Convenience probably depends on what one is used

Steps to reproduce:
1. DEB_BUILD_OPTIONS=nostrip debug noopt CFLAGS=-g -O0 fakeroot apt-get
--build source cupsys
2. sudo dpkg -i cupsys_1.1.23*.deb
3. file /usr/lib/cups/filter/hpgltops
Expected results:
1. hpgltops should be unstripped and
2 matches
