Justification: renders package unusable

Wings3d doesn't start:
/usr/bin/wings3d: line 3: /etc/wings3d.rc: No such file or directory

apt-file confirms the file should be in the package should be present in
the package.
A simple 'touch /etc/wings3d.rc' lets wings3d start.
'apt-get remove --purge wings3d' deletes wings3d.rc
