I ran into this problem too, and was able to find the file in
postgresql-server-dev-8.0 and postgresql-server-dev-7.4. In the
former, it is in /usr/include/postgresql/8.0/server/postgres.h, and
the latter in /usr/include/postgresql/8.0/server/postgres.h.
