Have you set the admin password (see README.Debian file)?
Have you already started ntop?
Have you tried to start ntop with /etc/init.d/ntop start ?

ntop fails to run from a fresh install on a Debian machine running
unstable. It appears to be a permission problem, but setting the file in
question to 666 makes no difference. Transcript:
