--af uses the af mail reader. There are no additional arguments.
This is not a bug (well, except between the reporter's chair and
keyboard).

There should be a check of arguments:
to stop
$ reportbug --af tar
before we get started.
And you should still say

Instead of spawning an editor to revise the bug report, use the
af mail reader to edit and send it.
