FWIW, I second the opinion that the part of unixodbc-dev depending on libodbcinstq1c2 should be split off the package.
Unfortunately, as it appears, there're people who don't own nor have access to a sheer number of computers that they could do builds on, in order to relieve their servers of such tasks.
