OK, the reproduction condition was actually easy enough. This bug happens on a fresh and up-to-date etch simply by using fr_CA ISO-8859-1 locale. Considering the information submitted by Olivier, I guess this happens for French locales when not using UTF-8. Just to avoid pointing you in a wrong direction, this happens with kdesu and not only when using gksu. There is only one element that looks similar to me in synaptic's bug and the one with gksu : it happens when both programs seem to display the output of a different program. In synaptic's case some APT output is displayed. In gksu's case it normally (if a wrong password is entered is a correctly working locale) displays su output.
