The problem seems to be that /usr/share/emacs21/site-lisp/nxml-mode/ or /usr/share/emacs-snapshot/site-lisp/nxml-mode/ contains the compiled version of the .el files from the nxml-mode directory, but not those from its subdirectories. A workaround is to comment out the following lines
