I think a bigger question is why make procps a .sh at all. I'll have to
trawl through the ancient history of procps bugs to find out why it was
setup (by me, but it was a while ago) like that.
It could be for a historical reason that no longer applies.

runlevel `S' rather that being run in a forked subprocess, but will
be explicitly run by `sh' in all other runlevels".
