Thanks a lot for the report.
As diagnosed by Thomas Huriaux, po4a tries to update the POT, but fails to
move the new POT from /tmp to the right place (due to using rename in
Po.pm), and no warnings were displayed (because `||' was used instead of
`or').

When a .pot file already exist and if a master document is subsequently
updated, the command po4a file.cfg not re-generate the .pot file.
Consequently, the .po files and translation are not updated.
