1.5 reads "When packages in unstable have no release-critical (RC) bugs
filed against them after the first week or so, they are automatically
promoted to testing."

This is quite a simplification of britney's behavior. If the explanation
isn't detailed for size reasons, it would be better to eliminate it, or
at least to mention that only the ideal case is described.

Note that the codenames in the same section should be updated for Etch.
