It is possible to use diatheke without web-server (for example,
I use it in a small script for mailing me a Psalm-a-day) and so
the correct relationship between packages should be Recommends
not Depends. From the Debian policy

Depends 
 This declares an absolute dependency. A package will not be

 field have been correctly configured.
