I have the same problem (camera device in /dev/bus/usb/... accessible only by root), but with libgphoto2 2.1.99-8 from experimental and udev 0.088-2. The reason seems to be the second rule (BUS!="usb", ...) in the generated udev rule file (/etc/udev/libgphoto2.rules). According to udevinfo, udev
