alone does help. Maybe firefox should
touch /usr/lib/firefox/extensions/langpack-*
on upgrade, if the language packs are still compatible. This is only a
workaround, though.

Instead of reinstalling, I ran "touch $(dpkg -L firefox-locale-de)"
which helped, too. Apparently firefox decides about compatibility of
extensions based on file timestamps.
I didn't check which file, though.
