I'm not sure what's going on or what the signficance of this is.  I am
running bind9 on the same system, I think in the default configuration
(caching name server).  resolvconf is installed.  I have
hyperthreading on a Pentium 4, so effectively 2 CPUs.

It's odd that a process running as root is having problems accessing a
file, though rndc.key, unlike the other files above, is not owned by
root.  Perhaps this message is just a misleading reflection of
contention for port 953, as described in bugs #164167 and #168659.
