Web servers often do not supply the correct MIME type. When I try to view such a file, firefox gives me the choice of saving it or viewing it with something lame like gedit. I most recently saw the problem with a patch or config file in a bugzilla. It happens elsewhere too, commonly. The browser itself should be a choice. Very often, the file is plain old ASCII text.
