Note that the policy was recently changed/clarified (see bug #367697),
and now it only calls for "plain text" documentation to be compressed.
I suggest that dh_compress should not compress anything that has an
extension and that extension is not .txt or something similar.

A compressed PDF file can't be displayed with most tools (xpdf,
evince, gpdf, kpdf), and an ordinary user can't uncompress it in
place, so must copy it somewhere else then uncompress there, wasting
disk space on an extra copy.
