Yes, Xfce (via xfce-mcs-manager) manages itself gtk theme. But
the .gtkrc-2.0 file takes precedence over the settings manager for all
gtk apps. 

Just remove that file to recover your correct gtk theme. If you feel
that's it's a bug, it should be in gtk-qt, because it shouldn't create
this file.
