AFAIK debian is commited to switch to UTF-8 encoding.
So would be nice to have for FAIBASE from example/simple
an /etc/environment file that set's

LANG=foo_BAR.UTF-8
LANGUAGE=foo

additionaly to PATH.

UTF-8 is a must have in multi language environments.
Helping new installation to get it right from scratch
when they start with the example/simple setup would
therefore be a win.
