trac/siteconfig.py sets up the global configuration directory as being 
in /usr/share/trac/conf, rather than /etc/trac, so /etc/trac doesn't 
work. Simple workaround is to symlink into /etc/trac, but it would be 
better to have siteconfig.py set up for debian systems by default - a 
bonus would be to have alternative /usr/local/share directories for
things like administrator installed wiki macros, for example.
