"man pkg-config" correctly indicates that a library name should be given 
after any options:

SYNOPSIS
       pkg-config  [--modversion] [--help] [--print-errors] [--silence-errors]
       [--cflags] [--libs] [--libs-only-L]  [--libs-only-l] [--cflags-only-I]
       [--variable=VARIABLENAME]     [--define-variable=VARIABLENAME=VARIABLEā€
       VALUE] [--uninstalled] [--exists] [--atleast-version=VERSION] [--exact-
       version=VERSION] [--max-version=VERSION] [LIBRARIES...]

However, this important argument is not mentioned in the --help or 
--usage messages:

$ pkg-config --help
Usage: pkg-config [OPTION...]
  --version                                      output version of pkg-config
<snip>

$ pkg-config --usage
Usage: pkg-config [-?] [--version] [--modversion]
        [--atleast-pkgconfig-version=VERSION] [--libs] [--static]
        [--short-errors] [--libs-only-l] [--libs-only-other] [--libs-only-L]
        [--cflags] [--cflags-only-I] [--cflags-only-other]
        [--variable=VARIABLENAME] [--define-variable=VARIABLENAME=VARIABLEVALUE]

        [--print-errors] [--silence-errors] [--errors-to-stdout] [--usage]
