Hi, AFAIK Fedora has a /usr/share/selinux/devel/Makefile or something which you can copy into a directory, add foo.fc+foo.if+foo.te and then type 'make' (at least that's how I understand it - I didn't test) in order to build the foo.pp which you can then install via 'semodule -i foo.pp'. What's the "Debian way" to build and add additional policy modules when you're using the targeted or strict packages? Maybe both should ship such a Makefile (and some other required files maybe, such build.conf?). Ideally, you should be able to easily add new modules if you just install -targeted/-strict (and not the -src policy). Also, the README.Debian in all policy packages should probably document how this works.
