Justification: Policy 3.3

In my opinion, hinfo is currently nowhere near being able to ship. It 
ships out of the box with a number of significant bugs that have been 
reported in some cases for over a year and a half, without any 
maintainer action. While none of these bugs in an of themselves is RC, 
the amount of user hacking required to make this package actually 
function as it is intended after installation to workaround the numerous 
bugs is not the kind of thing to be expected from a debian stable 
release.

While my statement that policy 3.3 has been violated is clearly 
contrived, as there is a maintainer listed in the control file, I 
suspect that he'll ignore this bug just like he's ignored all the other 
bugs, and that in itself will be the proof that policy 3.3 has in fact 
been violated.
