The title is misleading - lynx's mail feature doesn't behave this way, the report apparently refers to some form processing. Pressing a left arrow "just" moves lynx backwards along the set of pages. Rather than clicking on a form button to get back, the user can revisit the page, e.g., by visiting the history page.
