I'm reassigning the bug to hal again, as it is obviously not a
powersaved problem (though I doubt that it is a hal problem, too).

You might want to try to boot into single user mode (add the single boot
parameter at the grub boot prompt). And then start it service in
/etc/rc2.d manually step by step after each other.
If the reboot is really triggered after starting hal (which is started
by /etc/init.d/dbus), run hald under strace and see if that yields more
valuable information.
Btw, is the restart a controlled restart, meaning you see all these
"Stopping foo" messages or does your monitor immediately go blank and
your computer is reset?
