According to FHS(Filesystem Hierarchy Standard) v2.3. The /usr/share
hierarchy is for all read-only architecture independent data files.
So I'd suggest to create a directory /var/cache/wordpress/uploads with
owner www-data, and then symbolic links

Do you really want to upload stuff to Wordpress? It is usually a bad
idea to allow it.

But if the upload is necessary eg: when migrate from other blog system.
Wordpress supported this as default.
However, change permisson to allow write to /usr/share directory is
debian-policy violation.
