/etc/wgetrc contains the proxy IP address but no user/passwd information. /root/.wgetrc contains this user/passwd information. As well as /etc/apt/apt.conf. I've redone the test you ask about, trying wget as root : it works. Thus it is a problem with the package because - wget works well, -
