Yes, this is more or less expected behaviour. If you don't resume from 
the swap partition, the image is still on there, hence no swap signature.

The solution to work around this is that on a normal boot up (when the image 
becomes useless anyway) we need to mkswap. There used to be a patch in mount
that did this for suspend/suspend2, I forgot what happened to it.
