Hi,same bug like redhat's one (https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=236426). Problem isn't in missing catalog files but in named's zone-finding code. You could see bind-9.4.0-zone-freeze.patch from fedora development which solves this issue.
