Why do you want to place libtk8.3.so to tk8.3 package?
Debian policy recommends to put such symlinks to a development
package. When you build an application which requires linking to
libtk8.3 linker uses libtcl8.3.so and when the program runs it doesn't
require libtk8.3.so. Run-time linker will us

While t runtime library /usr/lib/libtk8.3.so.1 is in the package tk8.3, as
it should be, the softlink /usr/lib/libtk8.3.so pointing to this file is
in the packagage tk8.3-dev, together with /usr/lib/libtk8.3.a.
