Hi,
this seems to be fixed in gstreamer CVS, at least the pipeline in the
first mail works for me.
If someone wants to search for the relevant patches I'll add them to the
package but IIRC the changes related to this were rather large.

So it seems that the problem is in RTSP, which explains why this stream
works fine in mplayer and not in gstreamer: since they share the same
ffmpeg, but have different rtsp implementations.
The URL for the stream can be shortened to
rtsp://rmlive
