As this is an universal problem I suggest that you discuss this
on [EMAIL PROTECTED] and try to convince people to
get this into the packaging policy.
I must say that I suggest you to change your way of working
(there are several ways to solve your problem) instea

E.g. placing this under version control alone:
/etc/debarchiver/debarchiver.conf
is easier than mololithic /etc. E.g.
