If processing a .desktop file compliant to the latest freedesktop.org
specification, desktop-file-validate throws this error. But the Encoding
key has become deprecated:

http://standards.freedesktop.org/desktop-entry-spec/latest/apc.html

I set this to important, because this error message can lead to
non-compliant .desktop files in Debian and maybe a lot of bug reports
later, when these files must be fixed.
