I seem to have fixed the problem by adding the following to
/etc/apt/apt.conf:
PDiff false;
Can anyone confirm/deny this?
Added this line to apt.conf on server. Apt-proxy still gets stuck

It was a fluke (even with the right syntax, which I foobar'd in the
email). The apt-proxy is just annoyingly inconsistent. (Sometimes
fine, sometimes hangs.)
