This is occuring on my system too. I used to use ftp back in the days of sarge
and lenny without issue, so I reckon that there has been some bugs introduced
as Debian has evolved.
This may be related to the passive socket issue (#613068). Are you getting any
of the symptoms shown on that
I remember spending a week and as many as a dozen attempts to download
Debian Sarge on a high-speed cable connection several years ago. As well as
I remember, it was a fruitless endeavor.
It seems to me that any DSL connection is unreliable.
Technology takes time.

When downloading large packages from an ftp source, e.g. evolution-commen
(40MB) or linux-source-2.x.x apt downloads said package, but doesn't realize
when the download is finished. It stalls at 100% and, after a couple minutes
timeouts and either continues with
