I guess the maintainer didn't intend to Depend on both, but to use an ORed
dependency. And since it is a kind of annoying bug I'm raising its severity
(especially because having any of the web SAPIs won't be of any use as

command line, but the dependency on the php5 metapackage means
installing php5-cgi or libapache2-mod-php5
I don't believe either of these are required to run phpunit from the
