CGAL does not depend directly on libgfortran.*, only indirectly via
atlas/lapack/blas. The -lgfortran flag in cgal.mk can be safely removed. This
problem was hidden before and shows up now as a consequence of the recent
gfortran transition.

Default makefile (/usr/share/cgal/cgal.mk) now has -lgfortran option, so
libcgal-dev should depend on package gfortran, which provides the file
/usr/lib/libgfortran.a
