since apex-env is linked against libc6, we would like to get the correct
library dependencies. It is enough to make the following minor changes:
1. debian/rules: add dh_shlibdeps (default location is between
"dh_installdeb -a" and "dh_gencontrol -a")
2. debian/control Depends: ${shlib:Depends}
