a few months ago, the signs found in a discussion on debian-devel are that console-tools is going to be replaced by kbd (again) in the near future. Also, the installer prefers kbd in the initial installation. Please consider depending on kbd | console-tools to avoid kbd being replaced by console-tools during an acpi-support upgrade. kbd contains an fgconsole binary as well. If kbd does not satisfy acpi-support's needs, please consider adapting acpi-support so that it can work with kbd, or relax the dependency to a recommends (I have never missed any functionality in acpi-support while having acpi-support installed with kbd).
