Here is a tested patch to solve the issue. It also require a fix in
usplash (#492407) to work properly, but with those two fixes in
place, usplash stop as it should before kdm is started, and
tags 489734 + patch

I did not see any reply on my question why you believe this issue need
to be solved in kdm, and decided to stop installing usplash by default
in Debian Edu until usplash and kdm work together.
It would be great if you could provide some help on how this issue can
be solved. As it stand now,

Some times when my test machine boots, after installing both kdm and
usplash, kdm is unable to start X. A quick look in /var/log/kdm.log

How was this solved in gdm. I assume it being solved there is the
reason you believe it need to be solved in kdm.
i'd guess kubuntu may have a workaround hack. bringing that upstream
