A patch is included in this bug report which handle inclusion of DTD files in
IBatis debian package.
Debian Java Maintainers, you may want to upload a new version of iBatis to
close this RC bug.

and sql-map-2.dtd, expected to be located in
com/ibatis/sqlmap/engine/builder/xml/.
If not found there, they are fetched from ibatis web site for every sql
map file p
