I've just tried it with the current kvm-71 package using:
http://ftp.debian.org/debian/dists/testing/main/installer-i386/current/images/netboot/netboot.tar.gz
The commandlines i used are:
$ kvm -m 512 -tftp . -bootp /pxelinux.0 -boot n -net nic,model=
-net user
I can boot using pxe with rtl8139,

There seems to be a bug in kvm >=70 that prevents it from PXE booting
with e1000. I.E. using "-net,nic,model=e1000 -net tap -boot n". By
watching the DHCP server and tracing the traffic the DHCPREQUEST and
DHCPOFFER can be seen. However, it looks
